employees. These scammers target unsuspecting individuals, especially prospective applicants
and interviewees, soliciting funds with false promises of employment assistance.
The Board clarifies that it does not charge any fees for its services. Anyone claiming
otherwise is committing fraud and should be reported to the police immediately.

SUMMARY
Section 57 of the County Governments Act, 2012 (CGA, 2012) establishes County Public Service Boards whereas Section 59 stipulates their mandate. The inaugural Trans Nzoia County Public Service Board was constituted in July 2013, in line with provisions of Articles 10 and 235 of Constitution of Kenya, 2010 (CoK, 2010) on national values and principles of governance and values and principles of public service and Section 56 of the County Governments Act, No.17 of 2012.
Mandate
The mandate of the Board is to build and manage the human resource capacity of the Trans Nzoia County Government for effective and efficient delivery of services as spelled out in the County Governments Acts 2012 section 59 (1). The Board embraces its core values in exercising this mandate. The overall goal of the Board is to ensure merit-based recruitment practices and development of a disciplined human resource with diverse skills.

Board Functions
The functions of the Board as guided by section 59(1) of the CGA, 2012, are:-
Establish and abolish offices in the county public service;
Appoint persons to hold or act in offices of the county public service including in the Boards of cities and urban areas within the county and to confirm appointments;
Exercise disciplinary control over, and remove, persons holding or acting in those offices as provided for under Part 7 of the County Governments Act 2012;
Prepare regular reports for submission to the county assembly on the execution of the functions of the Board;
Promote in the county public service the values and principles referred to in Articles 10 and 232;
Evaluate and report to the county assembly on the extent to which the values and principles referred to in Articles 10 and 232 are complied with in the county public service;
Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the county;
Advise the county government on human resource management and development;
Advise county government on implementation and monitoring of the national performance management system in the county;
Make recommendations to the Salaries and Remuneration Commission, on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees.
Powers of the Board
In the performance of its functions, the County Public Service Board under Section 59 (4) of the CGA, 2012 shall have powers to:
Inform and educate county public officers and the public about the values and principles;
Recommend to the county government effective measures to promote the values and principles;
Assist county governments in the formulation and implementation of programs intended to inculcate in public officers the duty to uphold the values and principles;
Advice the county government on their obligation under international treaties and conventions on good governance in the county public service;
Visit any county public office or body with a view to assessing and inspecting the status of compliance with the values and principles;
Investigate, on its own initiative or upon a complaint made by any person, the violation of any values and principles
Recommend to any relevant lawful authority, any necessary action in view of the violation of the values and principles by any person or public body;
Cooperate with other institutions working in the field of good governance in the public service;
Perform any other function as the board may considers necessary for the promotion of the values and principle.
